Sindh CM Orders Acceleration of Land Digitisation and Integration of Digital Platforms

Karachi: Sindh Chief Minister Syed Murad Ali Shah has directed the Board of Revenue (BoR) to expedite the integration of the e-mutation system with the e-registration platform and accelerate the development of the e-transfer mechanism to improve transparency and public service delivery in land-related matters across the province.

Chairing a high-level meeting at the CM House, Shah reviewed the progress of the Land Administration and Revenue Management Information System (LARMIS) and instructed relevant departments to speed up the digitisation of land records and enhance interconnectivity among digital platforms to ensure more effective and citizen-friendly services.

The meeting was attended by Mayor Karachi Murtaza Wahab, Chief Secretary Asif Hyder Shah, Commissioner Karachi Hassan Naqvi, Local Government Secretary Waseem Shamshad, BoR officials Omar Farooq Bullo and Saleem Baloch, and LARMIS Director Saifullah Abro, among others.

Emphasising the need for comprehensive digitisation, the Chief Minister noted that LARMIS was developed to provide citizens with simplified, computerised access to land records across Sindh. The system currently operates through 27 People’s Service Centres (PSCs) located in district headquarters, in addition to an online portal available via the BoR’s official website.

Officials briefed the CM on LARMIS infrastructure, including a modern data centre at Revenue House in Clifton and a Disaster Recovery Centre (DRC) in Hyderabad, both of which ensure secure and continuous access to digital land records.

The digitisation initiative began in 2010, with legacy records from 1985 to 2010 being scanned from Mukhtiarkar offices across Sindh. These include Forms VII-A, VII-B, and Form II. Post-2010 documents continue to be scanned and indexed at the Provincial Record Centre (PRC) in Hyderabad, maintaining up-to-date access for both government and the public.

Since February 2024, the BoR has implemented a robust e-registration system, now operational in 51 sub-registrar offices, allowing online registration of documents through PSCs. By July 2025, the department aims to register over 100,000 deeds and documents through the digital platform.

Additionally, LARMIS facilitates online land title verification for various government departments and statutory bodies, streamlining decision-making processes and ensuring the authenticity of property records.

Reaffirming the government’s commitment to digital governance, Shah stressed that the integration of e-mutation, e-registration, and e-transfer systems would significantly modernise Sindh’s land revenue framework and reduce administrative hurdles.

He instructed all departments involved to submit a detailed implementation timeline and prioritise the interlinking of digital systems. “Our goal is to make land services transparent, efficient, and universally accessible to the people of Sindh,” he stated.

The CM added that digitised land records would not only strengthen property rights in both rural and urban areas but also help reduce disputes and curb corruption within the system
