Gulzar-e-Hijri, also known as Scheme 33, is a vast area that stretches from Al Asif Square to New Sabzi Mandi on the Northern Bypass. This scheme's southern edge runs along University Road and touches Gulistan-e-Jauhar, while its northern edge is near Gulshan-e-Maymar. Gulzar-e-Hijri was overseen by both the Board of Revenue and the Karachi Development Authority. The Board of Revenue established the cost of land, allotment policies, and other terms and conditions in 1971. (BOR). According to DAWN, "the planning and development work was assigned to Karachi Development Authority (KDA), and the land was allotted to 137 cooperative housing societies beginning in 1973."
