Abdul Aleem Khan Launches NHA Reform Plan to Boost Revenue and End Encroachments

Islamabad: Federal Minister for Communications Abdul Aleem Khan has unveiled a wide-ranging reform strategy for the National Highway Authority (NHA), aimed at eliminating encroachments and introducing a unified land-use policy along highways and motorways.

Presiding over a high-level meeting at the NHA headquarters, the minister said the initiative seeks to make the authority self-reliant and profitable, with a target of generating PKR 500 billion in annual revenue. He noted that NHA’s revenue had already risen by a record PKR 50 billion over the past year — a historic achievement for the organization.

Under the new policy, Aleem Khan has prohibited funding for patchwork and small-scale road repairs, calling such expenditures prone to corruption. He directed that financial resources instead be channeled toward new construction projects to ensure long-term impact and better fund utilization.

The minister also emphasized reorganizing NHA on corporate principles by involving private-sector professionals, introducing performance-based assessments, and rewarding officers who meet targets with cash incentives.

He instructed officials to enforce the permanent clearance of encroachments from NHA land, ensure timely completion of ongoing projects, and outsource commercial rights to improve transparency and efficiency. Quarterly reviews will be held to monitor progress.

The meeting was attended by the Federal Secretary for Communications, NHA Chairman, and other senior officials, who briefed the minister on the latest developments regarding his directives.
