The decision was taken during the 8th Joint Working Group (JWG) meeting on Gwadar under the China-Pakistan Economic Corridor (CPEC). Under the Public Sector Development Programme (PSDP), PKR 200 million has been allocated for the initiative.

The 13.8-kilometre, six-lane dual carriageway—estimated to cost PKR 30.13 billion—will be built by China Harbour Engineering Company Ltd (CHEC), with 95% of funding provided through a Chinese CPEC grant. The project will also feature a toll plaza, drainage systems, lighting, fencing, and security towers.

Once completed, the road will create a fast, dedicated cargo link from NGIA to the existing Eastbay Expressway, enhancing Gwadar’s port connectivity and operational efficiency. Phase I of the Eastbay Expressway, a 19-kilometre route, was inaugurated on June 3, 2022, as the main artery for port traffic under CPEC.
