Islamabad – The Capital Development Authority (CDA) has formally approved the construction of the IBM Flyover at T-Chowk, a project worth Rs 1.4 billion. The flyover is expected to be completed within three months, with a tentative inauguration scheduled for December 2025 by the Prime Minister.
Located at one of the busiest gateways to Islamabad and Rawalpindi, the IBM Flyover is strategically positioned to serve as a critical access point for motorists traveling to and from Lahore via the GT Road and Islamabad Expressway. Once completed, the project is anticipated to significantly reduce congestion at the intersection, which currently causes daily delays for thousands of commuters.
Project Details
According to CDA officials, the flyover will be 570 meters long on GT Road, creating direct access to the Islamabad Expressway. In addition, a dedicated slip road will be built to facilitate traffic heading toward Lahore from the Expressway.
The project was awarded to Habib Construction Services (HCS) in joint venture with ZKB, who submitted the lowest bid — around 2 percent below the official cost estimate. Another bidder had quoted over 11 percent above the estimate.
Although the PC-1 of the project outlines a five-month timeline, CDA has set an ambitious three-month target, citing the urgency of easing traffic pressure at the busy intersection.
Expected Impact
The flyover is projected to benefit more than 100,000 commuters daily by streamlining traffic flow and eliminating the frequent gridlocks at T-Chowk. Officials have highlighted that the project also aligns with the broader strategy of making the Islamabad Expressway a signal-free corridor, enhancing connectivity for both local and intercity traffic.
“The IBM Flyover will not only serve daily commuters but will also reinforce Islamabad’s role as a key link between major cities. Its timely completion will bring much-needed relief to road users,” a senior CDA representative said.
Broader Development Plan
Alongside the IBM Flyover, CDA has also moved forward with other infrastructure initiatives, including the construction of the Shaheen Chowk underpass, valued at Rs 1.3 billion. These projects reflect the authority’s ongoing efforts to address traffic congestion across the capital’s busiest roads.
Looking Ahead
Work orders for the IBM Flyover will be issued shortly, with construction expected to start in the coming weeks. If the three-month completion target is met, the project will be ready for inauguration in December 2025. For daily commuters, this promises smoother travel between Islamabad, Rawalpindi, and beyond.
