PKR 490 Million Project Approved for Islamabad’s Red Zone Transformation

ISLAMABAD: The Capital Development Authority (CDA) has announced a major initiative aimed at enhancing the visual appeal of Islamabad’s Red Zone, with a Rs490 million project focused on illuminating and beautifying the area using energy-efficient lighting.

Typically, the CDA arranges temporary beautification of the Red Zone during significant national and international events, often outsourcing the task to third-party contractors. A recent example includes the considerable expenditure involved in preparing the area for the Shanghai Cooperation Organization (SCO) summit.

On Wednesday, the CDA’s Development Working Party (DWP), led by Chairman Muhammad Ali Randhawa, approved the project’s plan, also known as the PC-I, amounting to Rs490.082 million. The project, which is expected to be completed within four months, aims to upgrade the visual appeal of key government buildings, including the Aiwan-i-Saddar (President House), the Prime Minister’s Office, the Ministry of Foreign Affairs, the National Library, Parliament House, the Supreme Court, and several other important structures.

The CDA emphasized that the beautification project would not only enhance the aesthetics but also provide long-term improvements to these vital assets, offering lasting value for the capital.

New Waste Management System and Hotel Development Plans

The meeting also saw the approval of a consultancy initiative to develop a new municipal solid waste management system for the city. The DWP authorized the hiring of a consultancy firm under the approved PC-II, which will advise on solutions to address challenges posed by rapid urbanization. This project will focus on reducing pollution, enhancing public health, and fostering a cleaner environment in Islamabad. The consultancy phase will last for four months, after which a comprehensive waste management plan will be developed, adhering to international standards.

Further, in an effort to boost Islamabad’s hospitality sector, the CDA approved another PC-II for a feasibility study concerning the development of five-star hotels in the capital. A consultancy firm will provide advisory services for creating a strategic plan to develop hotels through public-private partnerships. The goal is to promote tourism, support economic growth, and raise the city’s profile as a key political and business hub. This study will span 12 months, exploring potential joint ventures and profit-sharing models.

Plans for New Slaughterhouse in Humak

In addition, the CDA also greenlit a consultancy study for the development of a new, modern slaughterhouse in Humak, which will replace the outdated facility currently operating there. The existing slaughterhouse, established in 1964, is no longer fit for purpose. The new slaughterhouse, to be built on 15.75 acres of CDA-owned land, is expected to provide high-quality, hygienic meat. The consultancy phase for this project is set to last 12 months, during which the CDA will explore options for public-private partnerships to finance and operate the facility.

Currently, there is no designated slaughterhouse for Islamabad’s butchers, who have resorted to slaughtering animals in private homes or open spaces. The existing facility in Humak, operated by Rawalpindi authorities, has long been deemed inadequate by Islamabad’s butchers. After years of advocating for a more suitable slaughterhouse within the capital, they have pressed the CDA to resolve the issue.

This project has faced challenges in the past, with several proposed sites being canceled due to various objections. However, the CDA’s renewed efforts to build a modern slaughterhouse reflect their commitment to addressing the longstanding need for such facilities in the city.

The CDA’s ongoing initiatives aim to improve the infrastructure and services within Islamabad, enhancing its status as the country’s capital while also addressing pressing urban challenges.
