RDA Proposes PKR 8 Billion Development Plan to Upgrade Rawalpindi’s Infrastructure

Rawalpindi — The Rawalpindi Development Authority (RDA) has proposed an ambitious Annual Development Plan (ADP) worth nearly PKR 8 billion for the fiscal year 2025–26, featuring a wide range of urban and transport infrastructure projects. The plan is currently pending approval from the Punjab government.

Key developments include major road infrastructure upgrades and new construction under the “Urban Development Package” and “City Development Package,” many of which were recommended by members of the national and provincial assemblies.

Among the most notable projects are three new underpasses planned for Chandni Chowk, Rawal Road on Murree Road, and Marrir Chowk, as well as a new flyover linking Siddiqui Chowk to IJP Road. A substantial portion of the budget is allocated for road improvements, including the dualisation of Adiala Road from Khasala Khurd to Gorakhpur at a cost of PKR 2.539 billion. Additional works include upgrades on Girja Road to Akbar Chowk (PKR 603.32 million), Chakri Link and Talsa Road (PKR 1.298 billion), and enhancements on High Court Road and surrounding areas (PKR 423.24 million).

Under the City Development Package, the construction of a multi-storey parking plaza at Liaquat Bagh (PKR 2.533 billion) and an underpass at Stadium Road connecting Nanth Avenue to IJP Road (PKR 770.32 million) have also been proposed.

Other key projects include the rehabilitation of the western alternate route from Chandni Chowk to Holy Family Hospital (PKR 335.04 million), improvements on Murree Road from Hotel Flashman to Faizabad (PKR 953.25 million), and road works in Dhoke Khabba, Hameed Khan Road, and Sher Power Colony (PKR 998 million).

Several smaller-scale initiatives are also included, such as a pedestrian bridge near Benazir Bhutto General Hospital (PKR 66.43 million), development of a service road from Old Airport to Flying Club Road (PKR 224.23 million), and road construction in Ghazni Colony, Dosera Ground, and Syedpur Scheme (PKR 247.27 million).

The comprehensive development plan aims to ease traffic congestion, boost connectivity, and modernize Rawalpindi’s urban infrastructure to meet the city’s expanding needs.
