The 19-square-kilometre structure will be built to the northwest of central Riyadh and will contain around two million square metres of attractions including shops and cultural spotlights. The building will also have a spiralling tower and a full-height atrium.

Expected to be completed by 2030, the development plan includes 100,000 residential units and 9,000 hotel rooms, 1.4 million square metres of office space and 980,000 square metres of shopping outlets.

The skyscraper is in line with the Saudi Vision 2030 plan which is to strengthen the economy and undertake projects that diversify its portfolio.
