The name of park is after Quaid-e-Azam Muhammad Ali Jinnah, the founder and the first Governor-General of Pakistan. A sculpture of Jinnah has been placed at the park’s main entrance. The park was built on the site of the former District Jail Rawalpindi, which opened in 1882 and was demolished in 1988. 

The construction of the park began in 1995, when the Rawalpindi Development Authority (RDA) tasked the Capital Development Authority (CDA) to build the park. In 2004, the incomplete project was passed on to Pakistan Army’s X Corps and, after facing multiple delays, it finally opened in 2006. RDA spent at least PKR 329 million on the project. It covers an area of approximately 17 hectares (42 acres).
